Has hitcap changed?

Just wondering if theres been a hot patch to alter hitcap ? i know its been around 8% for ages,(around 264?) i know ppl say 9% but somewhere it was proved to be 8%, possibly a bug,, maybe fixed? and ive been at 272 and pretty much dont ever miss... get a few dodges / parrys but not misses... as my expertise isnt capped yet..
But just come out of a VoA 10 man...... and when i looked at my damage for the stonewatcher...... my Scourge strike had missed 11.1 % !!! and my melee had missed 9.6% !!.. these are usualy pretty much 0% normaly im sure ;0( whats happened? my Hit rating for the fight was at 272, its possible im missing something extremly obvoius but for the life of me i cant see what ;0(

the cloud gives you a -50% chance to hit when you stand in it

i don't know which tool tells you, that you've missed but as far as i know, wws counts glancing blows as misses
maybe this was the problem

doh.... lol i didnt actualy realize it decreased Hit,,, thought it was DoT.... *smacks head*
