I remember, Vel, Rumble, and a few others I can't recall are better built with magic pen as opposed to AP. There's actually a formula for base to scaling ratio the determine which build.
Maybe I underestimate Vel's damage since I always go support with him. His CC is so good there and pen is cheap.

Both are heavily immobile but can deal a ton of damage. The sad thing about Malzahar is that he's single-target DPS with a small bit of AoE. He doesn't have as much waveclear as Vel'Koz, and Vel'Koz is freaking amazing in my opinion. Whoever gets on your face gets bursted down into ashes because of the burst kit that he has. Great range poke, waveclearing and damage.

Is velkoz less reliant on team to help than malzahar? Wouldn't mind at least some mobility and get away.

So with Kindred coming out and being inspired by the folklore style of Tahm Kench and Bard, which of those supports should I get?
I tend to be a very aggressive support and I prefer doing some damage as opposed to full tank or supporting. I guess I'm leaning Tahm?

In my opinion, Bard is more a passive support. He doesn't build offensive at all and in team fights he stays back to protect the carries. Originally Posted by Karrotlord

I also think Tahm is more fun to play and people are less likely to rage at you. Hope that helps.

Face of the Mountain is pretty core. Other than that I would build SV, Raduins, or SFC based on the enemy comp
