Steam not working what do?

for some reason today i found out that steam wouldnt open and i couldnt download any new games when i tried to through steam...

i deleted steam from my comp and tried to reinstall and it says that its running on my comp

the little icon on the bottom right corner is still there but i cant click on it

what do?
