Did Blizzard just hotfix an ilvl requirement onto Awakened LFR?

Morganna, Kassadin, and Sona.
Sona can carry bot too hard to not be considered a ban nowadays. Excellent team fight utility.
Morganna - Massive disruption and high single target, and AOE damage
Kassadin - Utility in silence, escape in ult. Damage in ult if stacked properly (Tears, Catalyst, Blue allows it) AoE slow.

I hate to say it as I know how effectively he can be counter-picked but I just despise Trynd so much that I always keep him in my top 3
