I'm not entirely sure on this. There is a delay between Loki in the mirror speaking, and Erik speaking, making me believe it to be mind control, more than imitation.

Yeah, I'm halfway between "it was Loki in Erik-form" and "manipulation by Loki" because of this.

I mean, it makes sense if it was Loki impersonating Erik, but Erik speaks after Loki.

It makes little sense for someones face to be shown in a reflection by simply controlling someone else's mind. He was most likely impersonating him.

I'm guessing that Loki has used Erik/Erik's form to infiltrate S.H.I.E.L.D in some way, to work on the project Erik was supposed to.
And perhaps this is how the humans realise Loki is a serious threat.

Rewatched the scene.

Erik is not Loki, as you see Erik in the mirror before, completely as himself. You see Loki walk up beside him in the mirror, but Loki isn't really by his shoulder at all, so Nick Fury doesn't see him as he can't see the mirror. Erik doesn't even look into the mirror, even as Loki says, "Well, I guess that's worth a look" but Erik still repeats those words.

Either he's been manipulated or simply influenced by Loki in that scene.
But I think Loki might use him to infiltrate S.H.I.E.L.D since clearly he thinks the idea of the project producing 'unlimited power' is..interesting.
