Interesting problem with Steam and my computer

So, my recently there was a steam update and when my computer tries to download it, it doesn't go past 0% and it lags my computer to hell. I mean it freezes my computer and i can't launch any other program other than mumble and chrome. Sometimes it wont even let me load up the launcher for any of the blizz games. Im not sure how to describe the situation other than that above, so you can geuss at it and i can tell you if your correct or not. Anyone have this similar situation?

have you tried uninstalling and reinstalling steam?

trying removing all the items in your steam folder EXCEPT:

steamapps (this has all your games in it)
Steam.exe

then run the steam.exe as admin and leave it to update itself (should only take a few mins)
