Find me the rule that says you can't roleplay. You won't, because it doesn't exist. lol We've never had issues with including skill checks in 4th. Sometimes we roll, sometimes we just RP it out. Not everything needs a dice roll and some things are more dramatic with those rolls. If it's not covered in the book, make a decision. If it results in a house rule, make it a house rule. 3/3.5 had the same problem. We had to make house rules for all sorts of circumstances. For example, we had house rules on critical strikes because the by the book versions were boring and made it far less likely that a crit ever did anything meaningful. We allowed crits on skill checks to keep McBluff from being able to lie his way through everything or if someone didn't have the skill still had a chance for a moment of brilliance.
As far as I can see in the DM's guide, the biggest emphasis seems to be on making sure the game is tailored to your group's play style. Hell, we allowed quite a bit of PVP in our campaigns. Why? It was fun!
We did all sorts of things you weren't supposed to be able to do in 3.5 and 4th. It's not like the WotC Police were gonna come knocking on the door and tell us we're "Doing it wrong".

It wasn't at the start. It was kind of a test. The Cartoon Network guys were like "Hey, guys, we're gonna throw Toonami at you and if you guys watch it and like it, we'll be able to throw more funding at it". Ad revenue from commercials and all that helps, so that's why I leave my tv on every saturday once they restart the lineup again at like 4 am or whatever. I get tired, but I want them to get the money for it, so I just leave it on.
