We had this exact same thread last week. Hard choice between Malcolm Reynolds and Picard for me, but I went with Picard.

Went with Picard, though it's a tough choice between him and Mal.

I have no idea who this Adama joker is, but Picard would blow Kirk and Mal out of the water even if they combined their efforts. That isn't to say they aren't both great captains, it just proves how amazing Picard is.
I'm going with mal, if you put colonel tigh in it might have been a harder choice =)

hes also a captain, the commanding officer of the ship is it's captain regardless of rank (all the way down to seaman recruit or private)

Hmm, kind of a difficult question. I don't think it's appropriate to compare captains from different fictional universes, in the matter of Kirk vs. Picard I'm firmly Kirk (no disrespect to Patrick Stewart). It's also easy to slip into Trek vs. Battlestar vs. Firefly.
Well, I guess I'll vote Kirk. Malcolm Reynolds would be a close second. I liked Edward James Olmos a lot but I thought the new Battlestar was overrated so that counts against him a bit.

I'm not an expert, but I'm pretty sure only officers can command. Chances are that if enough people die that an enlisted crew member is put in charge there isn't much of a ship left.
Just looking at naval ranks, seaman recruits are enlisted. Ensigns are the lowest officer rank. Privates only exist in the army.

Adama is probably the most "human" and will get you through some tough shit. He knows what its like to be the "boots on the ground" and applies it to his leadership style.
Picard is a great leader. Someone I would follow. Very refined, admirable, smart, collected.
Mal is an overall great guy and easy to follow. Loyal to his crew, therefore his crew is loyal to him.
Kirk has drive and spirit. No challenge too big, no mission to small. Very likable. Knows how to be innovative and unorthodox when he needs to be.
Another example, Commander Shepard is frequently labeled "Captain of the Normandy." The context is key here. In this example, and with Adama, captain is not so much a rank, as it's a position. Military rank and position aren't always the same thing.
It's similar in real world militaries. My superior officer is both a lieutenant colonel and a squadron commander.
