This is a small test I did comparing Eternal Flame's ability to proc Divine Purpose with each of the lvl 60 talent choices.
NT = No Talent
HoP= Hand of Purity
US = Unbreakable Spirit
cpp = casts per proc
1c = 1 charge

It is a rather small sample but the discrepancy between Clemecny and the other choices raises a few questions, I will need to look a little more into this before making any final decisions with talent choices.

This could be completely random luck so take the numbers with a grain of salt.
