Yep, its very annoying. The only thing that you can do right now is to complete as much as possible when they reset the server , since most bugged skill points work after a server reset.
You can even switch servers. There may be issues with some skill challenges, but most of them are things that players bug. Like a knock back of an enemy behind a wall - its the main reason to blame other for...

You are seriously blaming players for the obvious bugs? Seriously? This is taking fanboyism to dangerously unhealthy levels.
Anyway, the 2 things I have found that often help out are;
1. Find a Guardian. If the NPC is bugged and unresponsive, a staff-wielding Guardian can usually unbug it with his #5 skill. May have to try it a few times and put the ground target on a few different places but I was able to do this a lot.
2. Jump on an overflow server. This worked a lot when I was unable to unbug it myself.
Otherwise, it is usually going to take a server reset to fix it, at least until it bugs again.
Don't know what guardian is capable and I'm far away from be a fan of the game, but I just bugged 2 skill challenges myself back while leveling. Played rifle warrior and used #5, which is a knock back. Amousingly is, that all npc seems to just dont care where a wall is. When they get pushed behind a wall, you might be able to finish the quest. But afterwards the nps cant go back to his normal place and thus cant be triggered to start for the next one.
Warriors arn't the only one who can knockback. I saw this bugging of npc in nearly every state of gw2, be it skill challenges, explorable encounter or whatever. There are many pathing and wall errors in the game. And thats the problem, not players are. But players are able to dont knockback them, so that they dont even start to bug.

He is not blaming players, he is just stating the truth there are some skill points which are bugged INTENTIONALLY by players. Still though they should fix them asap, because its really getting annoying now.

Edit: The fixes look more to do with quests. Nothing mentioned about skill points.

Yeah, I see nothing on fixing skill points.
I'm not trying to complain, but I've just about had it with this game between not being able to complete maps, diminishing return bugs and every class having almost ALL of their abilities bugged to a certain point. Just look at the class forums, there's lists there. The fact that each class has 20+ ability bugs is astounding.

They said the skill point in malchor's leap wasn't fixed last patch but instead said they'd have it in the next one. Therefore tomorrow's patch will include the skill point fix and hopefully any other bugged ones.

Yeah my wife ran into that the other day which I find really odd. I have ran Asura as my main since early access and even during the initial zerg of zillions of players I never once ran into a broken SP in the Asura areas but now it seems there are a couple broken. Not sure why or what causes them I just find it odd that now after the initial zerg push there are a couple broken. I've come across a broken skill point challenge once since release. It was outside the Vigil Keep.
In the initial zerg phase a dozen players usually just instantly stomped over a skill challenge mob the second it became attackable. No one had to get creative and try to kite them with knockbacks or other stuff like that.
Anyway, it's a minor grievance, but still annoying. I've logged in at some extremely low-traffic hours to find them unbugged and get that 100% completion (I figured if there's a server restart during the night or something, and I log in at 6AM, the chances of anyone having bugged it yet are lower).
I've been doing bug reports on broken skill points. Its weird that points which always worked, like Tela Range, are suddenly not working. While those which gave me trouble throughout Beta, like Ashland's Etheral Vanguard, is working fine. Meh... I'm having as much fun in this game as I did in early WoW so I'll give them the same amount of time to fix problems.

Yes, skill points are not the only problem....most zone events are broken within a few hours of a server reset as well. On Yaks, the Temple of Balthazar hasn't been open and available for much of the past two weeks (sucks that it has the armor that I wanted) Right now it's 'stuck' with the supply dybuk standing beside the Siegemaster - who's busy asking people to escort it to him.
I'm over 80% completion and have ran into 3 bugged skill points thusfar. While they obviously should fix that, it's rare enough that it hasn't really affected my game play.
Edit: Just for the record, the skill points that I've found that are bugged are as follows. Some maze in orr there was no npc, some inquest base in an asuran starting area again no npc, and an underwater drake in sparkfly I think that was bugged when someone pulled him out of the water.
However, the number of times Ive seen people complain in map that something WAS bugged when it in fact was not has been extraordinary. The worst offenders are this one dredge skillpoint in the high level norn area (he's on the lowest level but people above him immediately claim bugged without looking around) and this fight to open up a dungeon, I believe CoE where people just zerg around instead of covering all places the boss can teleport to and hence he can reset.
