That's Season 12 Elite. It's equivalent to Heroic Raid gear and is not achievable by most players. What you should be looking at is regular Season 12, buyable with Conquest Points.

Well to be fair, melee (and warriors in particular) are the most weapon-damage dependent classes. Upgrade every other slot and that blue weapon is still going to cause us to slip behind.

I feel especially bad for Titan Grip warriors, who will likely take several months to gear up and may fall behind other classes. I feel the addition of a 476 option from Blacksmithing would have been fair, since Inscribers can make a staff.

That staff they can make is a BoA. So outside of the scribe them self using it. Only the blue quality stave's can be used by all players.

Hmm fair enough. Then it's only ilvl 463 vs ilvl 470 and that's clearly not a huge jump (-499 secondary stats, +220 dps, +60 strength).
