Mastery for DW Frost.
Haste for 2H Frost.A soldier will fight long and hard for a bit of colored ribbon.

A simple search would have easily given you this:
Strength > Yellow Hit to Cap = Expertise to Cap > Mastery >= Haste > Crit
Next time use a search engine.

Would have to agree with Kaosbringer here, though there we are still theorycrafting some of the stat weights, at this time the above formula will get the result you want.
