• Martial Cadence ( Passive ) now starts at 10% ( up from 6/8/10% ) damage but cool down has been increased to 10/8/6 seconds ( from 6 seconds ). Cooldown decreases at level 7 and 13.
• Golden Aegis ( W ) mana cost lowered to 30 at all ranks from 45/50/55/60/65

Well, you didn't even pick W at all till your q and e are 5, right? I don't remember picking it up till then at least when I played him ages ago. I really don't see a reason not to get it at level 4 now ( lvl 2 q + lv 1 E is better than 1 lv at q + w + e).

I still think you should level W last, but you should take it at level 3/4. The shield and slow are really nice.

I think it's now a worthwhile consideration at least, depending on how your lane goes.

If you just need to survive, W will do. If you are bullying, you can leave it at one point.

There's not really much lanes where you'd need to "just survive" though.
Jarvan can even win against Renekton if he plays it well.

Double buff doesn't neccesarily mean they won the lane though.
I was playing Kha'zix vs Riven once and she was an entire level ahead + doublebuffs, having brutalizer and doran's blades when I had two longswords.
Kept farming until I had Brutalizer as well, then went ham on her 1v1 and beat her because Riven is a shit champion.
Long story short: Keep calm and just kill them once you hit a power spike.
