Interesting point, I imagine if the vast majority of Hawaiians wanted independence, the political pressure from the bleeding hearts would be enough to ensure their independence. Russia is a different story though, they aren't exactly a democratic state, and they have a history of brutally crushing secessionists, such as those in Chechnya.

I think it should be given to Sweden as a compensation for the unlawful Russian annexation of Finland and northern Baltic from Sweden during the 18th and 19th century.
