1% since i didn't see anything official about it
It's not a new raid patch... no new valor items, makes no sense to reset it...

There has never been a jp reset since jp was a currency, and as far as anything else goes if it's not in the patch notes or even mentioned 1-3 weeks beforehand chances are high(aka 100%) there will not be any other kind of reset.

it didnt going into 5.1 or 5.2. Why would it for 5.3?

VP resets only happen for a new tier (and for t15 they didn't even do that). 5.3 is not a new tier, so there is no valor reset.
