Since inanimate objects, as far as we know, don't have feelings or motivations or critical thinking skills, I'm not sure that something is trying to get itself passed by congress.

Since congress is both the House and the Senate, they generally do have numerous pieces of legislation being tossed about and discussed at any one time, in both chambers. Are you trying to play ignorant while steering this thread towards something you want to talk about, or do you just not know how the US Legislative System works?
