Would it surprise anyone, that blizzard scrapped the idea of making him high king, since the reaction to him being basically the alliances warchief as seen negatively, so they held back from doing it.

Not when they first announced it. They changed it to Supreme Commander after the pissed off a bunch of people. Supreme Commander worked for Lothar because he wasn't a leader of a nation and all the fighting was on a single continent. It doesn't work for Varian.

Lothar was acting as Lord Regent of Stormwind during the Second War due to the fact that Varian was a kid.
