Most important components for 25m raiding?

I am in the process of planning my first computer build, as my current computer's performance is rapidly declining. As a noob builder, my question is relatively simple: what components will contribute most to performance in 25m raiding? I'd also like to run FRAPS in the future. I keep reading that WoW is processor intensive, should I spring for a higher end CPU and scale back on the GPU? Should I aim for a certain number of CPU cores? What about RAM?

I'm looking at ~$1500 budget or so, not counting a monitor, if you have specific parts you'd recommend.

    Thank you in advance! ^.^

A good quad-core for gaming. Something like an Intel i5 3570K or an i5 4670K. If you're going to be doing extensive frapsing or streaming you can get an Intel i7 3770K, i7 4770K or an AMD FX 8350.

As for RAM, 8GB should be enough, 16 will be another 50 dollars or so.

What resolution do you intend on playing at? 1920*1080? 1920*1200? 2560*1440?

Do you need an operating system and do you have anything you can salvage from the old computer (hard-drives for example)?

For that kind of build I would get a i5-4670k
Its a quad core processor, you don't need more if its only for gaming, most games doesn't take up than 2 core, including WoW
It will allow you to overclock, which will allow you to reach higher FPS in 60 man FPS.
For you RAM, get a pair of 4GBgb stick, so in the end it will be 8GB. Aim for a 1600mhz frequency, and the lower latency possible (something like cas9 should do the job)

You could also aim for a i7, if you will livestream or record a lot. It will give you more performance, but maybe not worthing the cost, it depends of your use.

Graphic-card wise, you should aim for a GTX 760, but it depends of your resolution, what is the screen that you will use?
    My first build:
Storage: Kingston SSD Now V200+ 120G and WD Caviar Blue HDD 500 G
    Processing Units: i5-3570k @ 3.8 Ghz cooled by 212 Evo and MSI Twin Frozr 3, R7850 @ 900, 1200
Mobo, Ram, PSU Gigabyte Z77-D3H and G.Skill ripjaw 2x 4G with XFX 550w
If I am unreadable, its not because I hate grammar, its because Im french-canadian

My current monitor is a 22" (running 1920x1080) monitor. Yes, I can reuse my current HDD as it's fairly new, the rest is pretty dated though (gtx 460, AMD phenom II x4 955), and I have a copy of Windows ready as well.

Doesn't matter too much what you have of a CPU when you fraps, the most important thing is to have a 2nd HD which you save the fraps on which doesn't have WoW installed.

A single disk (even a low-end SSD like the Crucial M4 128gb) isn't quick enough for very high quality video like: DXTory RGB 60 FPS video you'll need at least 2 or 3 hard disks or a fairly high-end SSD if that level of quality is your goal.
60 FPS RGB would also fill a 128GB drive up faster than you could say "oh look, my SSD is getting full".

CPU: Intel i5 or AMD FX 8 Core
    RAM: 8GB 1600
GPU: GTX 770 or AMD 7970
HDD: 1TB 7200RPM FRAPS only drive.

From many of the tests and recording I've done, a 1920x1200 Fraps Uncompresed 60FPS steam uses about 330 MB/sec so you're looking at a GB used anywhere from 3 to 10 seconds depending on scene complexity.

A several hour raid session (even swapped to my backup 2 TB drive at 60 FPS just compressed mode) still uses roughly 600-700 GB in the end before you compress and edit the files.

But I'll echo yeah, a modern best single-thread performance CPU, clocked as high as you can get it, along with a large and fast secondary disk are your best bets for a Fraps machine.
