So, now that we stack mastery as elemental I find elemental mastery more useful. My question is this..on a fight where we hero at the start..should I not use elemental mastery with my burst from the beginning?

The answer here depends on how much haste you have and if you have the legendary meta. Usually if you have the legendary and lust up your LB/LVB will be right around 1 sec which means any additional haste will be wasted. Using EM with both items means you will most likely waste part of the uptime, not even considering buffs from EB or troll racials. You don't want to delay EM if it means u will lose another use later in the fight so its hard to say... Honestly I wouldn't even choose the talent as it really has a low benefit compared to Eote.
