Do you still need to purchase all the expansions as a new player just so you can play WoD?

Yeah, you'll need everything up to and including WoD. Mists of Pandaria will likely drop further in price closer to release so you'll be able to pick up Vanilla to MoP for around $25 I imagine.

The base game includes up to Wrath of the Lich King now, maybe Cataclysm will be added when Warlord of Draenor lauches.

Cataclysm IS added to basic game if I am correct. It was not long ago.
