Because a lot of heroic fights have abilities that target people and then do something, usually resulting in an AoE effect, or crap being placed on the ground. Having arcane, a spec that doesn't want to move, be tied to something that will concentrate people on the mage and therefore increase the number of ground effects / targeted abilities they have to move from is counter-intuitive to the way you want to play as an arcane mage.

Mages don't need much removed. It's one of the few classes where I have everything bound and still have keybinds left over. Compare to hunter/lock/Druid where you need control+alt bindings to have everything bound. We'll probably lose a couple things so we have roughly the same amount of buttons at level 100 as we do now.
Likely changes:
-Redo level 90 talents (pseudo confirmed)
-Mage bombs (at least no multi dotting)
-Alter Time -> Not affecting buffs/debuffs
-Have only Flamestrike or Blizzard, depending on spec
-Mana gem -> cooldown (maybe arcane only)
-Remove One non-iconic CC (ring of frost/frostjaw/ice ward is the obvious choice)
-Put Deep Freeze/Dragons Breath as talents
Things I desperately hope they don't change:
-Blink (or its 15 sec cooldown)
-Double Blink Glyph
-Scorch while moving
-Arcane explosion in all specs
-Ice lance in all specs
-Polymorph
-Icy Floes (should be baseline for Arcane imo)
-Mirror Images

I highly doubt fireblast/Icelance would be spec specific, since they are both used in other specs for things like Spell reflect/mass spell reflect, grounding totem, killing any other totem and so much more, making them spec specific would greatly reduce mage ability's in pvp.
I could see the removal of Alter Time since it's an ability that often gets macro'd nearly every where you go (i.e. Arcane power + Alter Time, PoM + Alter Time, etc.).
Arcane explosion/CoC/Flamestrike and even Frost Nova, I could see Blizzard limiting to specific specs of Mages if their plan was to make mages more like elementalist.
Mirror Images seems too much like an iconic mage ability for them to remove outright.
