How do you earn 3000 Valor in one week with a 1000 Valor per keep hard-cap?

Is it possible he completed the runestone section in one week?
3k valor requirement makes me believe that it's the runestone portion
he was able to complete quickly, not the entirety of the cloak.

at least there are 2 guaranteed drops now. When it was current before they added it, people were averaging less than 1 per week. I went 6 weeks without getting any and it took me over 3 months to get through that part for my first cloak.

Well I was doing my 5th legendary questline and got really lucky on Runestone, 9 dropped in one night for me XD

Ummm how when there's a physical cap of 1000 valor per week eh?

Oh and back in the day you needed 6000 valor not 3000..

So a cloak in one week .... not a chance best your gonna get it 6 weeks :P or 3 weeks later on

How do you earn 3000 Valor in one week with a 1000 Valor per keep hard-cap?

I remember reading about some bypass where you use multiple characters on that quest and somehow only have to get 1k valor on char X to get the account wide achievement and unlock the next stage of the questline. Not sure if it works though.
