Editing a post isn't making a new post. Check the various threads for a topic that you're interested in and post in them.

it does seem a bit over the top but it's possible that the forums administration tools don't allow for separate settings for sending an unsolicited PM and replying to one
The 10 post limit is awesome. Possibly should be increased even....
Spam bots cannot abuse the PM function that way. And I am pretty sure that's the main reason, to prevent spam...

It should be pretty easy to find 10 threads between the WoW forums and the Off Topic forums to share your opinions on.
The limitation is annoying but it's there for a reason. We really don't want spambots sending out PMs to our users with advertisements or malware. It's annoying enough when they do it on the boards, but at least we can see those to catch.
Yeah I did go and hit 10 threads, but it was forced.
Also, the edit catches a reply you make when you were the last poster and appends it.
I 100% agree with sending PMs and having less than 10 posts - sure.
Replying to a sent PM is all I wanted to be able to do.
Though, we rather wish to see constructive posting instead of upping post count with non-constructive commenting or junk. Normally easily solved by just finding a few threads looking interesting, and just join in.
As Tziva pointed out, there many places in the forums where a little comment can easily turn your number up.
As well, it is a small defense against spambots going around and so on.
