did you try to run it as administrator? rightclick the icon and then select run as administrator.
Yes i tried. It stucks at 99.79% every time.

Try running the repair tool. Not sure if you are running an older client or not (meaning the original launch patcher). When i came back to the game I found the downloader would get stuck all the time and I had to repair it often. I did a complete uninstall and when I downloaded the game again the issues wen't away for me. May not be the source of your trouble but it maybe worth a look.

Click on the options on the downloader and you should see repair tool. Thats what you want to run so it can find the issue and repair it. If you did the reinstall just start patching and see how it goes.
I just redownloaded the launcher but when i go to EA Games > BioWare > Star Wars The Old Republic it says 23.5 gb. But i just downloaded the launcher 2-3 mins ago!
Now at the launcher it says -100% and i can't click "repair"
