Tatiana Maslany in Orphan Black. The writing is meh at times, and some of the characters are laughably fake, but that girl has an unparalleled acting range, playing 7 different characters at the same time, often appearing in the same scenes.

Clara Oswald is vastly improved in Season 8 Doctor Who and she's growing on me. Didn't like her as much under Matt Smith's tenure.
And I love to hate Cersei Lannister. I mean, this is a direct quote from Margaery Tyrell in A Feast For Crows: "you vile scheming bitch!" and that's why I hate her. But she's so well written she's such a good terrible character. Every time I come out of her PoV chapters or see a scene in the show that's about her, it usually ends with me shaking with rage by the stupidity and arrogance of Cersei Fucking Lannister.

It's a tossup between Alicia Florrick (The Good Wife) and Carrie Mathison (Homeland). Two well developed, intelligent, and complex characters.
Kerry Washington because, damn, she is Kerry Washington. She is funny as too.
If we are talking anime, gotta be Hinata from Naruto. Her dialog is just amazing, the way she says Naruto's name over and over.

For Book 1 and into Book 2, yes her character development was terrible. But Book 3 and now starting in Book 4 her character development has been amazing.
For the first two seasons of Korra she had character regression not progression. Improved somewhat since season 3.
Gotta say Katee Sackhoff as Kara Thrace or Mary McDonnell as Laura Roslin both from Battlestar Galactica.
Jessica Lange also owns every role she has on American Horror Story.
Does a part of an ensemble cast count as a "lead"? If so, J.J. Jareau and Emily Prentiss from Criminal Minds or Olivia Benson from Law & Order:SVU. Also Parker, from Leverage!
Katey Sagal is great as Gemma in Sons of Anarchy, but her character is despicable, so...a favorite performance, but NOT a favorite character, heh.
