If I am a Leatherworker, what benefit does the Tannery give to me? Is it something that I should choose, or pass over because I'm going to be 700 in that skill?

Same thing applies with all the other profession buildings that I have skills for on my alts....Enchanting, Tailoring, Alchemy, etc.

do proffesion buildings benefit me even without having the profession? atm I chose the jc small bulldong but dont have any proffesion until now.

If you build a proff building without having the prof you get acces to most craftables except the high end ones.
If you build a proff building while having the proff you get a extra daily CD.

All professions hinge off a daily cooldown (think imperial silk). The garrison profession building will allow you to use work orders to get additional daily-only materials -- so yes, you should match your professions to your buildings.

Just keep up with daily cooldowns, pretty much it. (:
