Maybe im retarded here but 5 more work orders doesnt speed anything up? A work order still take 4hours. What am I missing?

Well, if you're capping work orders, it takes a few hours for each order to recharge, so you might have more than you can give I'm guessing is what they mean.

Like I can't give my JC any more work orders, but I still have enough mats to support more. At least, unless I'm dumb.

The thing is yes if you are completing Work orders it wouldnt matter but, the achieve only requires you to place the work order. If you really wanted to you could of leveled 11characters to 91(level 2 garrison) and got storehouse+small profession building and barn and turned in 12 on each toon and would of had level 3 blue print day one.
