Is it worth using Howling Blast to apply Frost Fever without Rime as 2H Frost?

Was just curious because there are times where I don't get Rime procs when I need to plague leech and im just sitting there waiting for a Rime proc to reapply frost fever, is it worth it to use it without Rime in this case?

No its not, you should prepare it, hold better eye on your runes. you should never come to the situation plus you can grip.
