People who pump lots of money or spend lots in games are referred to as whales by the companies.

It takes a lot of time and money to set up an operation like that. You'd need dedicated servers, native support staff, and of course enough demand to justify all that investment. Not to mention that in the existing gamer climate there, console is way more popular than PC. I think JP FFXIV players are something like 70-30 Console-PC last I read?
Of course, there's definitely an enthusiastic following for Blizzard games in Japan (I'm actually playing in a JP language guild atm
), but being no business expert I have no idea if it's big enough to make that happen.
