Double Garrison cache, whats the point?

Why would someone want trasure hunter+scavenger on the same follower? That's absolutely useless when no mission awards both types of resource.

Scavenger is a money making trait (ability?). I pump GR into barn work orders. Treasure hunter + scavenger is the dream combo for my setup. So far I only have two followers with the combo tho :/

Trait. Abilities are the threat counters(except for Dancer, which is a trait), and are class and spec specific.
