    Nope, you confuse that with a difficulty. In Cata we had 359 for T11, 378 for Firelands and 397 for Dragon Soul normal modes. Heroic modes had 372, 391 and 410 respectively. 19 item levels of diffrence between tier, 13 item levels of diffrence between difficulties. In Wrath it was a bit more complicated because of 10/25 and all the hard modes & heroic modes, the ilvls were all over the place there. In TBC we had no difficulties and item level diffrence was indeed 13 between tiers. 115 Kara, 128 for T5 raids, 141 for Black Temple, 154 for Sunwell Plateau. In Vanilla it was a wild west with ilvls, can't even comment on that period. MOP introduced much bigger gaps between tiers while still retaining 13 ilvl rule for difficulties. T14 raids (excluding MV) was 496/509, ToT was 522/535, SOO was 553/566. Excluding "warfuckery" and any valor upgrades of course.

    So you statement is true only for TBC era which ended 7 years ago.
