Basically the same thing. The Scourge is based on the Others/White Walkers.
It was an extremely impressive scene, and demonstrated their power greatly, but... It wasn't a city. It was a small little village, with very poor defences and no preparation. The people who fought against them were tough, and well trained, but coming up against any real fortified city in the south would pose more challenges.
That said, they'd still win due to their sheer potential for numbers and their limitless supply of troops.
Which is why the Scourge made such an awesome threat. You had an obvious threat that could not be allowed to get past Northrend. I mean just imagine if they'd raised the whole Stormwind Cemetary!
