Official Battle Net forums are very active, although, like on any Blizzard forums, community there isn't very mature. Teamliquid is unofficial website that is very popular among both regular players and pros. SC2Mapster is more of a modding community: you can download a lot of maps, and there are forums and various resources on the editor with lots of useful information. There is Hive Workshop with a large section on Starcraft 2, although the website is mostly dedicated to Warcraft 3. I'd say for people interested in map making, Hive Workshop is better than SC2Mapster, since a lot of people there have over a decade of experience in Warcraft 3 editor, so you can imagine what they can do in Starcraft 2 editor compared to people who had never scripted before Starcraft 2 release (most of the people on SC2Mapster).
sclegacy.com has always been my main site for Starcraft news, but I haven't been there much lately. Looks like they still keep it pretty current though. They've been around for a really long time (I used to go there to read about Brood War patch notes). I don't know how active their forums are though.
And yeah there's also a Starcraft2 megathread on the MMO-C video game forum.
