It's green onion (vihersipuli) in Finnish, but in English I'd call it a scallion.

Green Onion. I was under the impression that leeks were rather like a jumbo sized green onion (and while similar, not the same) - but that picture offers no banana for scale. The white part below I guess would be scallions, while the green part up top would be the green onion part.

I have done quite extensive research recently about this plant's exact name too since i was cultivating some and it's just one big mess. It's called green onion almost everywhere (back home in french "oignon vert") but it's never the same plant.
Everything is genus Allium but back home it's Allium Chinense apparently or Allium Fistulosum, then there's all the hybrids... and the youngs onions... and then i said **** it !
Northwest here...we call them both green onions and scallions...mostly just delicious.

I always thought the proper name for them in the english language was leek. Isn't it then?
We call it "mlada kapula" or "kapulica" which translates to "young onion"
