Obviously. Can't really imagine what the downside would be. I'd probably lean towards Special Circumstances or try to associate with some frivolous adventuring Mind like the Mistake Not
Living in The Culture would be pretty fine. There's a hell of a lot of handwavium in that series, though. Even worse than Star Trek.
The Culture is scientifically far more advanced
The Culture is not afraid of changing the biological parameters of beings, something the Federation will not do. This includes back-ups of the mind and changes to dramatically extend the length of life
The Culture has a vastly diminished role for human/biological life compared to AI, where the Federation is run entirely by biologicals
Which is better is a matter of opinion.

Good grief yes, to both! What's not to like? ...Well, unless you're actually a fascist or a power junkie or sincerely believe that money rather than happiness is what really matters in life. And even people with those bizarre beliefs are catered for in the Culture, albeit in extreme-immersion VR environments.
