IMHO its a symptom of the late stages of decay. As the America is now sort of the captain of a Global Civilization, we profited immensely off the initial expansion but now face the crippling problems of a Global Empire and having very little new areas to grow too. We can't expand onto the moon or mars at a profit as there are no new markets there.

Now that the Loot and Pillage phase is over we must now all depend on annual revenue generated off the productivity of the conquest and no longer off that initial burst of plundered "stored wealth." In these days we look for every penny we can get to sustain the civilization, but sustaining it is also grossly expensive. TTP and TTIP are nakedly just Corporate coup's against elected governments and an attempt to create as many revenue streams as possible since now there are no new markets, so we have only the bilking of the peasants for more cash to keep the whole creaking edifice alive.
