I doubt they think it doesnt think it exists. I just think they dont care about it. Its not a priority. Attempting to fight it makes our quality of life worse either through being forced to give up convenience or quality, or having to spend more money. I think they like myself think that it is either a naturally occurring cycle that will correct itself, or we dont care about it because we will be dead before anything bad happens

The Montreal Protocol being used as a guideline by the EPA only prevents the total production and import of new HCFC's such as R-22 in 2020. Reclaimed and recycled R-22 can still be obtained by a customer until 2030. Well beyond the expected lifespan of existing R-22 based A/C units (14-16 years). There are also drop in refrigerants that serve as an alternative to R-22 that are not on the EPA Class 2 HCFC's list. These come in blends (RS-44/RS-45/RS-52) that can work with or without a capillary or expansion device, and no need for a complete dryout or oil replacement, all depends on what you need.
In short, existing R-22 appliances are going to be long dead/obsolete by the time any of this shit even matters and new units don't even use it.

There STILL isnt a CFL or LED light bulb that puts out the same quality and color temperature of light as GE Reveal 100W bulbs, which is why I still have hundreds of them left that I bought up before they were banned and will use them until I die!

Some things can be done inexpensively, or relatively so. Wood is not a good material for keeping a home cool, other materials such as concrete, stone brick cob/adobe etc are materials that conduct heat slowly...building a basement and finishing it...awnings/trees/vines...window treatments....lighter colored roofs to reflect heat...attic fans or other ventilation systems that ventilate air outwards...
In parts of the Southwest you can see homes that have been designed to be passively cool, some of them are pretty neat. Cave homes are a little out there imo but some of them are beautifully done.

Coolest summer we've had in Portland since I've moved out here, it's been great.
Not arguing about global warming, been watching the glaciers melt each year in AK since I was a little girl through high school.
