BrM & WW, separate characters faster?

I plan on playing BrM for PvE while playing WW in PVP.

I was just considering the option of having a separate pvp and pve toon.

Having one toon = you will need to start sharing AP AND time between specs.
Having two toons = you only need to share time between toons NOT AP.

So does having two toons mean a better use of time and AP?
Or because of APK does doing all this on one toon work out equal/faster?

One is faster.

If you spent, say four months of playtime playing one character to maximum artifact, two characters would take 8 months of playtime, splitting time between each.
Leveling a secondary artifact on one character will take far less time because of Artifact Knowledge, so it would take more like 6 months to max both.
(These are not accurate Legion times AT ALL fyi, just examples for the purpose of explanation).
