How does one add a US starter acount to your account?

This poster claims you can do it but I don't see how you could. Trying to add it from the US shop page sends you back to the EU sign up.

Any thoughts?

Never got it work and the CS wasn't helpful either. Ultimately ended with US friend making account for me.
