Thats what id do, if he could save up a bit more the same build with a good i5 would come to ~635.00, probably worth it if he can swing it.

i5-6500. Puts the build at 634 and change. Worth it imo, games are finally starting to use more and more cores, and having a true quad core does help quite a lot in select games. But if 600 is strict budget, i3 is still a fine chip.

Getting the 6600k will future-proof his rig, but doing that, he'd need to shell out a bit more for a mobo (socket 1151) and DDR4 ram (DDR3 won't fit into those slots)

However, the 4690k is still a decent CPU and will work for most newer games

Intel does not drop CPU prices when new ones come out, most times they raise prices actually. He doesnt have the budget for a unlocked mobo and i5, but thats fine a standard i5 or i3 will last for many years.

470 is an option, but if he plays any blizzard games id steer clear of AMD altogether. Talking ~40% or more gains going to nvidia side, sometimes up to 60%.

There isn't a huge difference between the two in Overwatch and Diablo 3 runs just fine on AMD. Stop acting like Blizzard games perform poorly with AMD cards because it's completely false.
Agree to disagree, just letting the OP know if he plays blizzard titles they have a real affinity for nvidia cards for some reason. I can agree to an extent WoW is hard to benchmark, but overwatch there are real gains to be had going with nvidia:

Couldnt find 470 vs 3gb 1060, but that is a huge difference between 8gb 480 and 6gb 1060. 3gb 1060 is only 6% slower on average than the 6gb model and im not sure how much slower the 470 is than a 8gb 480, but you can bet your bottom dollar a 3gb 1060 will have a pretty massive FPS lead.

WoW benchmarks show even larger differences if i am honest, and can make a real difference if someone is using a high hertz monitor, but that probably does not apply to this guys friend.

But really he didn't list any blizz titles, i would suggest he look up benchmarks for the games he does play the most and make his decision that way.
