With the changes to Arcane and the talent Overpowered(+70% dmg 70% mana cost reduction with AP), would it be better to only AB while AP is active and only use AM if we hit 3 stacks other wise save AM till after AP is over. Would the mana saved from AB spam under AP which extends the burn phase out dmg the gains from AM under AP.

Nope - you will be using Amplification in 15lvl row (15% AM dmg per arcane charge).
