Will targeting legendaries with Relinquished tokens be affected by the Pity Meter?

Say I get a legendary from these tokens, does my pity meter reset? Am I on increased chances to get a legendary if my pity meter is up, or it's just a flat down low chance for the legendary itself to drop?

I'd kill for a blue input on this.

There is really nothing useful about this, including the "Pity Meter" part.
