As organized raiding? As in a guild, with comms, a raid leader, minimal knowledge of encounters, etc? Sure, completely.

A.k.a. expecting a boost (how else you can call a guy who thinks he's somehow special and should be allowed in lower gear than everyone else?)
It was. Until Blizzard implemented titanforging, RNG legendaries and AP. That means overgeared people who in the past had no business in faceroll content unless paid for a boost, now do.
No wonder what used to be natural habitat of casuals and alts got infested with overgeared farmers of AP / legendary BLP / chance of titanforge and by the rule of nature stronger pushes out the weaker. The only way this wouldn't happen is make these pastures uninteresting for the ones who shouldn't belong there anyway. But since some part of the playerbase moaned content should stay relevant and never really reach obsolete status, we got this kinda abomination most pugs require at least +20 ilvl than the instance drops, and it stopped being a rare joke, it's the new norm. And it's gonna only become worse as the expansion progresses and achievable average ilvl rises across the population.
Pug leaders will drop their requirements only in 1 situation: it inconveniences them in non-negligible amount to ask for such a high one, because they can't find enough applicants in time and the group takes too slow to fill. And this will happen only in 1 situation, when incentives to run trivial content once you overgear it are removed or drastically diminished.
P.S. And yeah, I know this isn't exactly new issue, when there were badges or valor or some other incentives from trivial content except the gear that drops from it, it was creating exactly the same situation. But it was affecting only a part of the content (for example heroic scenario spam during SOO), now it affects all content, because everything can drop AP / legendaries / titanforged loot.

Every raid is supposed to be completed with (ilvl drops inside instance) -15, following their itemization.
So no, a 875 raid cant be completed with 850 ilvl gear, sure the people that clear Mythic NH on alts can do it cause they are good enough to tryhard it, the average player cant.
Normal NH literally requires around 860 gear +, i would say around 865 with all the Titanforging and Legendaries and that assuming people are playing their class at 60% capacity to barely kill bosses, Botanist/Elisande/Guldan are not possible with those numbers too.
