    unless u have legs blast radius will simply offer more dmg no matter what.

    Runic Chills doesn't do anything but it leads up to Thronebreaker so we go for Runic Chills first.

    it increases the chance to get a rune from frost strike from 37.5% to 45% at 4/4 and for BoS ticks from 22.5 to 27% so pretty huge
