They're 4% like every other semi-rare mount. It's hardly rare or a grind, you get it done every few days just from doing AP WQ's.

Got valajar, nightfallen and 2 dreamweaver mounts. 2 toons opened 15 caches each. Didnt count how many of each faction.

My guess is 5%. Seen too many cases of people having multiple mounts for me to think it's much lower than that.

I have the Valshara (2 times actually), the Stormheim mount and the pet from the wardens (or suramar? No idea).
Considering I do the emissary daily on 12 chars, there were 35 days since 7.2 and we had Kirin Tor 4 times, that means every other faction was around 5 times. That equals about 10000 rep per faction (when you consider 2000 rep per EC, 1500+WQ reward), so roundabout every one of my chars had at least a bonus chest for every faction.
That means I opened around 6*12=72 bonus boxes, and four contained the reward, so my personal chance seems to be 4/72 which is about 5.5%.

So yes, 5% seems pretty likely.
