But to try to answer your question, Blizzard is constantly balancing classes usually throughout an expansions life time. The goal is try to give some semblance of balance between the specs, but sometimes they need to buff / nerf specs to keep them from being either under used or too over used.

In seriousness, Frost isn't always OP. They are generally good though but Shatter as a passive helps with that perception.

lol frost mage favoured? tell that to them in the second half of vanilla most of bc and wrath (only times i knew alot about mages cause back then i needed to work hard core with my mage buddies as a warlock

For a long time frost mage was "the pvp spec of mage" you'd be ridiculed for if you played it in pve. Current state of frost is just a typical knee-jerk reaction from Blizzard, all mages played fire in EN, so what Blizzard does? Nerf fire, buff frost, done, mages enjoy regrinding your artifacts and legendaries.
