    Please dont buy that configuration if you're looking to do it. If you already have it then yes, it will run ok.

    If you are looking to buy, you don't need 16 GB ram, 8 GB is more than enough, that could cut the ram cost in half.

    7700 and a 1060 3 GB will be more than enough for level 5 preset, and pretty sure higher at 1080p and get good framerates, but you don't need an i7 to play WoW; the i5 7600 is close enough in performance (4.1 vs 4.2 turbo clock) for the purpose of WoW for close to $100 less.

    256 GB SSD is more than enough for the OS, WoW, and a couple other games and programs.

    The power supply at 230w is cutting it super close and I'd be worried about the reputation of its manufacturer. The stock power draw from the 7700 and the 1060 alone are 185, add in the minor draw of the other components and the inefficencies of the psu and degradation over time and I feel maybe a 250-300 watt is better, but you can get a 400w evga one for I think $30, so its not really a place to skimp to save a buck.

    Seconded, I would absolutely NOT run that on a 230 watt power supply. I wouldn't run a desktop i7 on a 230 watt power supply if there was no discrete GPU.

    If it's something you already have, bump up the power supply to at least a 350 watt unit to give yourself some headroom, and ask here before you buy one as not all power supplies are created equal. Some are dangerously bad.

    It's most likely an AIO computer, those tend to have those kind of PSUs and generally run fine.
