Let's speculate:

Possibility 1: Tottle is a reward from a HS promotion.
In this case, it's just a pet.

Possibilit 2: Tottle is a reward from buying CE Edition of next expansion.
In this case, it means a lot more.
Every CE reward is somehow related to the expansion's environment or plot.
In this case, it would be a strong indication that Tortollans are involved with the next expansion.
I doubt they'd be playable, thought, but even being just NPCs mean Tortollans become canon, and we will probably have quests for/against them, maybe even a reputation.

Usually pet and mount from CE got the same theme... and one mount and pet for both Ally and Horde but now there are 2 differents mounts and a pet.

I mean, I truly belive they cames from the new CE, but are quite usual...

I dont think that pet is related to an Hearthstone Promotion, because Hearthy was already datamined from Patch 7.2 on PTR

Btw, when the pet was datamined, I thinking was releted to "Tortos" a dragon turtles. In Warcraft III Dragon turtles was naga units. Propably Tortollans will be part of the new expansion, that - day by day - look more like an expansion "coastiline/sea" themed...

Can't imagine Grunty is canon, for example.

I don't think the smallish humanoids ones are necessarily canon, except for like... the gorloc. We've had the pandaren monk pet, too. And mini-KT, rag, etc. So it's probably just a hint. I could see them bringing tortollan into the game proper.

I think other sources of Tottle could be: a 7.3.5 taking place in Un’goro, store pet (this I don’t think so as much since we’ve had 2 very recently) and 8.0 pre patch pet like the iron starlette from WoD’s
