Are there any soft caps for elemental and enhancement

Apparently enhancement has a super soft cap of 25% haste for allowing one more gcd to fit in with Doom Winds, but there's not really any penalty going over that 25%.

That's a breakpoint, not a soft cap. There are also ones at ~35% and ~50%.

Only cap on ele is mastery, and thats to not cap mastery with the elemental blast buff. However, it isn't the most desired stat for ele anymore, so you likely won't hit that point unless yet only mastery gear drops.

ele shaman soft cap is 6/9 mythic, if you're attempting to raid any further you're over the cap and should be benched.

I know, that's all I read.. it's sad.. hopefully 7.3 will change that a bit
