You're probably talking about some NPCs that are part of the mage order hall storyline?

I assume you mean the Sunreavers at the top of Dalaran?

They're part of the mage order hall questline where it is revealed by Aethas that a Sunreaver member has lowered Dalaran's defences in order to make it vulnerable to outside attack.

its the mage order hall campaign, you get aethas back into the city and he and his sunreavers bolster dalarans defenses.

That's a new thing, more guards to "stop" the doomsayers that started last week.

You will notice lots of draeneis too and Argus being visible to everyone instead to only those who defeated KJ (yes, your lvl 1 character can see the planet.)
